The long HISTORY of Malang City has given a historical note full of value. For example, the existing of Ken Arok was the basic print of the origin of this city. He was brave enough, consistent and having strong willing to reach the aim. Tenacious attitude in his leadership made Ken Arok become the figure who was capable to control him self. Besides, his attitude of self confidence and capable to explore the existing potency in him self was the model that could be imitated by us. So, he deserved to be the leader figure that was proper to be respected.

From the short story of Ken Arok figure that I have described has been inspiring me to always give the best thing to the people of Malang City by a siding the negative nature. The example of the leadership nature brought by Ken Arok has been the special spur of spirit for me myself. Since the earlier time I always realized that becoming a leader is truly the hard mandate. However, for me the first principal that I should hold is to always belief in myself and brave to make the decision.

This attitude of self confidence will create the soul of human having matured mental enough. That people will not be easy to be controlled by outside power. It must be admitted that the stigma of a leader is the doll of outside power is truly happened indeed. If the condition is like that, do not ever look forward to the leader will be able to think objectively and take the step proportionally. In every decision making process, that leader will be always under the shadow of fear. This is because the soul characteristic that is controlled by outside power is someone having high dependency nature.

It is naïve indeed, but the fact really exists. It must be remembered that human were born in this earth having free soul and it was the nature. Then, what if we are easy to let the freedom will be given or taken by other man.

Next is the consistent attitude, this attitude is always held by me because consistency will make us become more respected and valuable. Moreover, consistency is the absolute attitude that must be had by a leader. This is like the ship in the ocean, a leader is the ship captain. Obviously, if the ship captain does not have the consistency, the ship will never be pulled down on the pier. Therefore, as the captain of the ship taking the future of thousands of Malang people, I always try to be consistent in behaving as well as making the decision.

A leader must also have courageous spirit and loose the arrogant nature. Do not ever to be afraid to make mistake or even to be abused verbally. Make all the abuses as the examination and the reflection materials to the whole of our actions. Consequently, I emphasize one more time that the success only belongs to the courageous person.

Mental like those are proper enough when we are together growing the spirit to make this earth as the developed and behaved region. The leader who does not belief in him self, is not consistent and coward do not deserve as the leader. In every opportunity I always emphasize that by the courage, everything will be changing. Do never want the dynamism if we are always afraid to try.

In carrying out this wheel of city governing, to be honest civil only deserve to be “feared” by us. Why civil, because they have rights to get the prosperity and the leader has the responsibility to fulfill and give that prosperity. So, do not ever feel fear and want to be controlled by other power except the civil themselves. So far, I never look the existing of outside power that is able to influence the policy of City Governing of Malang.

I affirm the condition like that will not ever be happened. Certainly, the leadership principals above will become the spirit for the City Government of Malang. By the mean of this writing, I ask the whole rows of city government, the head of department as well as agency, division, sub district and village to develop the strong mental. Remember that you are the only one manager in each of your office. There is no power that can influence you but the power and the bureaucracy system that have hierarchical nature.

We must be remembered that the success of development in Malang City as long as this time is much determined by the preparedness of city government officials who have connective potency with the social wants that still in one frame of instruction. Every policy will be held responsibly although we admit that there are still lacks. Certainly, all of the lacks are the process that is humanized enough. What important is in the future that improvement should be our collective drive which must be finished immediately. To all of Malang people I deliver my thanks to the built unity for the collective development.

The government’s building will also be brittle if the loyalty to civil is left out intentionally. Loyalty in governing becomes important. If the loyalty to civil as well as to bureaucracy itself is left out, the destruction will come no longer.

Governance is a system that can be analogized like the structure f human body consists of various organs of body. If one of the body organs experiences disharmony with other part of body, then what will be happened is imperfection. Therefore, I ask all of the social elements to be always getting close to the row, uniting the drive and the vision for the development of this city.
