VARIOUS solutions to the problem happened in Malang City are kept trying to find out by the City Government of Malang. For us, all problems are natural processes as the dialectic of life. The process of governance like the city Government Institution will ever loose from the problem. Along with the dynamism of the region, one by one the problem of development will be hang loosely and by put the solidarity spirit on top we all belief that everything becoming the obstacle of development will be solved

In the global situation like today, this condition presents the thinking paradigm that is pragmatic and efficient. That thing will become a unit that can not be let so.  The social mobility from every side of life demands smart response from the government to give the best service.

Again, everything needs solidarity. Collective spirit will become the effective weapon to solve every problem. The long journey of this city should be meant by us as value print having positive effect while the desire to make the Arema Land as one of the progressive region is sounded again by us.

What I have told above will become the thinking basis of various development policies in this City. The development policy can not be determined only in hurry. However, the whole considerations from various aspects must have always been studied before the decision is formed into a regulation.

Like the development policy that will be executed by the City Government of Malang in constructing the Fly Over Jalan Ahmad Yani. When the Fly Over still becomes a proposal, as the leader of this region I am not immediately easy to give the agreement. That proposal must become the material for intensive study in the scope of City Government. There are two basic main thinking. The first is the congestion level in Jalan Ahmad Yani that has passed the saturated point. The technical data is noted that the daily traffic trough that road has already reached the number of 55.000 passenger vehicle units. Secondly, based on the ordinance number 13 Year 1992 about the train execution, said clearly that is forbidden for the train rail line has the same level with the road.

As the city developing into the metropolis city, Malang needs the accessibility of traffic to support the mobility of people. When Malang is becoming the concentration of economic activity movement, the fast access will become absolute thing. Congestion will only become the barrier of local economic development. The Fly Over construction is the appropriate solution to give the nutrition for the health of economic development and social activity in other sectors.

Certainly, all of us still remember how the congestion condition and the effect of the train rail that has the same level with the road on Mergosono. The congestion and the accident had become enough fact makes us concerned. The existing of the Fly Over at that location will be enough to give the answer to various problems there. The condition like that is also valid to Jalan Ahmad Yani, if we let it be it is not impossible happened the same condition at the certain time later in Jalan Ahmad Yani like the train rail line in Mergosono before the existing of the Fly Over.

We must completely aware that each development policy will always get various appreciations. Pro and Contra always come with each policy, but I think this phenomenon is the part of the process toward the maturity of thinking and heaving, City Government as well as people of Malang City. By the mean of that process, at the certain time it will tighten our solidarity. Solidarity does not come instantly indeed because in fact human are created with various differences of thinking model and behavior. The wise men are they who are capable to use their inner soul in behaving to difference. At the exact time, we will find the beauty in difference.

Here I want to emphasize that the success can not be reached by only staying motionless and immediately forgetting the stronger power. The power that I mean is the friendship, the friendship will create the solidarity. What a beautiful thing indeed if we are able to do so. Solidarity will defeat all of negative prejudices because the negative prejudice is only useless thinking able to destroy the noble strong.

As the example, the construction of the Fly Over Jalan Ahmad Yani is the smallest part of the policy needs the spirit of solidarity. The wish of government will be always in accordance with the desire of Malang people if both of us are able to realize that the relationship like the term of mutual symbiosis is always valid in the process of governing.
 
Therefore, I ask the whole people in order to always place a problem as a fact that must be quickly found its solution. It is not we are intentional to make the problem as the tool to get the tendency. Tendency and ambition are predicates that always exist indeed in the God’s creature called human. However, it will be nice and wise if then we manage that tendency by using our inner soul.

I am sure and I belief that the people of Malang City also very realize this matter. That belief has existed so deep in my self, solidarity is proven effective enough to support the success of development. For me, the pluralism is a gift from God that is beautiful enough. I belief that in that pluralism and difference, we will find the pearl, that pearl is the solidarity.
