Social dynamism happened today is getting more show the positive tendency. That positive trend is more aiming at the increasing of social want to know and learn in every field. In the social condition like that needs balanced stimulant. Society as the subject as well the object of development must be always given safety feeling, peach and belief to every policy taken by government. That qualification, I think, must absolutely exist because in this era if this nation wants to have progress and capable to compete, do not ever to make ignorance and agitation to the social wants and aspirations. Society must be truly placed as the partner in every policy making process. In this context is needed capable, wise and patience attitude from the government.

Here, society is looked as a social institution full with dialectic. In the dialectical process, the process dimension often produces problem. If we make mistake look at that process, it will not be impossible happened misunderstanding that can produce conflict. Arbitrariness and arrogant, I think, it is not the exact attitude applied in this era. We should able to place the problem proportionally as the effective weapon to take up the region to be more progressive and competitive.

I see along this time, social and community movement has always become the injection of spirit to cope this city from various problems. It has been proven that policy taken by City Government of Malang is supported by the whole Malang people positively. Practically all policies always get various responses. However, by good communication between government and society then we make a concensus and collective awareness. One spirit brought by the whole policies purpose to increase the prosperity of Malang people and increase this city to be the region that is able to compete with other regions.

This collective spirit right now is truly grown up in our heart then it is up to how we are collectively capable to use this collectivity as a strong to get up from the crisis. In the context of Malng City, collectivity has not been proper to be confused. It has been our responsibility to keep the resonance of collectivity always in order not to be easy loose by the bad influence.

The development movement in this city today is slowly begun to plan together. The development program is always directed to strengthening the foundation of social community life. All of us today are aware that the confusing problem that exists in our society is the limited of job opportunity. People are always confused by various problems in life which is finally about fulfilling the life needs that tend to be minim. On the other hand, the social life needs of our people have high enough of pursuit. Therefore, the City Government of Malang keeps trying to find out the best solution to reduce the burden of society slowly but sure.

For example are today parents of students again being busy with the responsibility to register their children to the certain level of school. Obviously, the responsibility of those parents are heavy enough right now, moreover confused by the uncertain information of the cost of education which sometimes makes our society be a priory. I explain here that the City Government of Malang has committed not to add burden on educational cost suffering society. City Government of Malang is very appreciate the good purpose of students’ parents who want to give education to their children. Finally, that good purpose and appreciation from the parents to educate their children will make this city stronger in the education field. As the conclusion, the awareness level of society to education is high enough in this city.

In every chance that I have I always give emphasize to the system of new students registration to be held transparently and professionally. Since earlier I led this city, I always wanted all processes about education to be held transparently. Moreover about the cost of education, the Local Revenue and Expenditure Budget of Malang City has placed education as the high priority sector. That step is indeed far away from the perfect term, but we are still better compared with other regions.

The example of new student registration is only the small part of all. Other development sector must be increased as well. All fields of life today must be truly looked at. Solidarity spirit will become the guarantee of the success of development program in this city. Let us look at every difference as the blessing from God, The Creator. Do not place the difference as the tool to be separated each other. The difference will be a big strong indeed when we are able to look at and to behave wisely. For me, the success or the failure is not coming immediately. All need work hard. Work hard accompanied with collective spirit to respect the collective interest above personal interest. This is the ammunition that is capable enough. Parallel with it, City Government of Malang will always give the best for Malang people in this Arema Land.
